I just wanted to know how to get
articuno,
zapdos,
moltres,
mew,
mewtwo,
ho-oh,
lugia,
celebi,
deoxys,
jirachi,
kanto starters,
johto starters,
(if you can) without using a gameshark or an action replay or without going to a nintendo event.

I'm sorry to say it's quite impossible to get even half of them without using all of the above.
Articuno, Zapados, and Moltres all can be obtained by trading from Fire red or leaf green. I think mewtwo can too but I'm not sure. Mew can be obtained only from a cheating thingy or a nintendo event along with deoxys, ho oh and lugia. Celebi is obtained by hooking up a gba to a gamecube and downloading it from the japenese Pokemon colleseum. Jirachi is obtained from the american version of colleseum. Kanto starters are obtained by completing the national dex. Johto starters are obtained by beating every building in the battle frontier
I was told that Celebi is in any cave after you beat the elite four 12 times and Jirachi and Deoxys are found in space ether after ether you beat the elite four 99 times or you catch all the Pokemon besides the two. Mew is found on Faraway Island when you get the Old Sea Chart, Ho-oh and Lugia are found on Navel Island with the Mystic ticket, and I have also heard that you can also get Deoxys with an Aurara ticket to go to Birth Island. The rest I dont know!
Well, you would have to trade Articuno, Zapdos,Moltres,Mewtwo,Bulbasaur,
Charmander,and Squirtle from Leaf Green or Fire Red. After you catch all the Pokemon Profeser Birch will ask you to come to his lab. He will give a choice
Of Chickorita,Cyndaquil,or Totodile. I'm sorry to say this but to get all the others
Except Ho-oh and Lugia you would have to use a cheating device or go to a
Nintendo Event. All right, to get Ho-oh you would have to trade from Pokemon
Colosseum. To get him you would have to snag and purify all Pokemon and then
Beat Mt. Battle on the 100 battle course. After you beat it you will be rewarded
With Ho-oh(he will be in your PC) then just trade it to Emerald. To get Lugia you
Have to catch him on the upcoming game Pokemon XD: Gale Of Darkness.
Other than that, I think that will solve your problem.
P.S. I think you sould buy a Action Replay. You can buy one at Target,
Toy's R Us,Best Buy,Gamestop,and E B Games. They only cost 20.00
so you should be able to get one fast. And get the one that says it has
cheats for Leaf Green and Fire Red because thats the one that you can
type in Emerald codes. And sometimes it comes with a USB connection.
That will let you stick it into your computer and it will add the newest codes
to your Action Replay.

Get Articuno, Zapdos, Moltres, Mewtwo, Ho-oh, Lugia, Deoxys and the Kanto starters from Firered or Leafgreen. Mew from Faraway island (Old sea map needed.) You can't get Celebi. The Johto starters from Pokemon Colloseum and Jirachi from Ruby and Sapphire (Pokemon Channel needed.)
Sorry to say you can only get the johto starters without using those 3 things. Except the ledgendary birds those you trade from LG or FR
You can only get one of the jhoto starters by completing your hoenn pokedex and you can get jirachi with the Pokemon collisuem bonus disk but the rest you need a gameshark or action replay or going to an nintendo event
