Question for Pokemon Emerald

Hi, hows it going everybody....

Earlier today I bought Pokemon emerald and when I was at the counter waiting in line an so on.....I picked up one of the guides for emerald off of the counter, an I looked through it, I got to the section where it showed the different kinds of pokemon.

It showed 202 in the Hoen region, an it showed Jirachi (spelling) as 201 and deoxys as 202. Does this mean you can catch then without any cheating devices?

And also, what Pokemon out of the 3 starters becomes the most powerful/useful in the long run...?

Well the guides don't really reveal everything like they say they do there are really 203 Pokemon the last one is Mew. And about 201 and 202 you can only cheat or get them from a Nintendo Event. I really don't know what a Nintendo Event is but you should ask another question about it. And for the starters it depends. Torchic will be hard almost through the entire game, Treeko will be easy mostly on the first and last gyms. And for Mudkip it will be easy at some of the Gyms like the first and the fire gym. Soooooooooo there is no "strongest starter" Sorry! But I hoped I helped!!!

Yes you can get them without cheating, to get jirachi you need the demo disc that comes with Pokemon Colosseum, I'm not sure about deoxys.

All of the starters are good but I'd have to say torchic.
