Same place where you get in R/S. Go to dewford and talk to the guy in the begining of granite cave. He should give you flash.

Go to where you give steven the letter, when you first go in, there should be a man, talk to him and he will give you flash

You get it in your second cave, were you challenge the second gym leader, as soon as you enter you talk to the guy right in front of you (you can't miss him) if he does not give you anything you already have it.
