You should be able to get to Birth Island, Navel Rock, and Faraway Island by using the Ferry in Lilycove City. However, you need the Event Item Old Sea Map to go to Faraway Island; Event Item Mystic Ticket to go to Navel Rock; and Event Item Aurora Ticket to go to Birth Island.
These Events have already passed, so there isn't a way to go to these islands unless you received these Events.
You could always trade for Lugia, Ho-Oh, Deoxys, and Mew.

To go to Faraway Island you must enter this:
8DEB234A 4C8DC5EC
This code is a Gameshark v3.
However, if you go there, you cannot go back to Lilycove City, to go back, disable the cheat.
