Question for Pokemon Emerald

Well,
I have wanted to know what do you do with the heart scales you find. I have been wanting to know this for quite a while. I have 7 badges and I'm trying to get a eighth, but it says the doors are closed please help me. Oh I also want to know... Where do you catch a gyrandos (I don't know if this is spelled correctly, Sorry)

I have found no heart scales yet, neither have 7 badges. But I found a house in fallarbor town with this name:"move tutor's house", in this house, there is a fat guy who says he can teach moves to your pokemons if you give him a heart scale. I don't know where do you get a gyarados,but you can catch a magikarp with old rod(you get it in dewford town) and raise it. That was how I got my gyarados.

Okay. Yes. Besides the move tutor you can sell the heart scales and to get gyarados. You have to trade him over, catch and raise magicarp. ( Boring and annoying but worth it.)
