Hey please specify where exactly you want to go. Because there is no such place as under ground in the game.

Assuming you mean getting to be able to get the burried underground I think you get a Pokemon thats not holding anythinhg and when you're look at it profile thing it says may pick up items under it's picture. Now assuming you mean dive you have to beat the twins in moosedeep gym and they give you the ability to use dive outside battle then go save steven in the museum if need go to the Pokemon center and heal them and get ready for a fun battle
