There's really only two legit ways in this game. First would be finding the Master Ball at the water hideout near Lilycove. Second way would be to actually win the lottery in Lilycove.

Lilycove hideout is where you'll find the first one. You can also win the lottery in Lilycove, or you can just use some cheats ;)
