Sadly, unlike Gold / Silver / Crystal and their remakes HeartGold and SoulSilver, Pokemon Ruby, Sapphire, and Emerald do not have a stationary, always shiny Red Gyarados. To get one, you'll need to simply find one by random chance or evolve a shiny Magikarp, both incredibly hard to find (like any other shiny Pokemon.)

You can't find a red Gyarados, in ruby, Sapphire or Emerald it's only in Silver, gold or crystal version, or Soul-Silver and Heart-Gold.
