You mean Kyogre and Groudon?
You need to have beaten the elite four first. Then, go to the weather station that's west of Fortree City. In the top floor there, the weather guy that you saved from team magma(i think) will say something of droughts or increased rain in a certain area. once you go to that area, you will either see a cave that wasn't there before, or a diving spot in the water. once you go inside, groudon will be in the cave/kyogre will be underwater.

The two legendary Pokemon of the game? They should be on random parts of the map once you beat the elite four. Just look for spots that are raining or are unusually sunny. The two Pokemon should be near those locations.
