After you get the first fossil in mirage tower, beat the game then go to the fossil maniac's house go down to the basement and go through the cavern and go all the way west to get the other fossil.

You get the first one at mirage tower in the desert, then after you beat the elite four, go to the fossil maniac's house and go all the way through the cave at the end.
