One way is in Team Aquas hideout (which is located in the waters near Lilycove Town,all you have to do is go through the teleporters and find a group of four pokeballs while one is a masterball).The other one is at the Lilycove Shopping Store,all you have to do is go to the lady behind the counter and talk to her.She will ask you to pick a lotto ticket.If the lotto ticket number digits (all) matches any of your pokemons ID,then you will get a masterball.Hoped I helped,rate please.
