You might want to use your Master ball if you haven't used it already, or luck. Though I think Wobbuffet has an ability to make Pokemon unable to run away.
You could try that.

Get a master ball, clone it and use it, or you could use a zangoose's false swipe whenever it appears so it's left with 1hp and then use a thunder wave from another Pokemon the next time you see it to paralyze and then the next time you see it hav your wobbufet in 1st and then keep using ultra balls on it since it wouldnt run away
