Latios help

Okay I have two questions in one here just to save the trouble of posting another question. The first is there any method to finding Latios that works most of the time or is it just by luck always if there is a method what is it. The second question is can you get Jirachi in Emerald if yes then how so I have seen on other sites that you go into to space to capture him or you can't get him at all. Any help is appreciated and when I say method or way it excludes using a cheat device.

BTW: Most people put 2 questions in one.

Anyway the most effective way to catch a Lati is to first see it once in the wild, all by luck, then when you see it it will be registered in your pokedex. Go to a city, I would choose Verdanturf or Mauville, and walk into the route and back into the city a bunch of times. All the while you are checking your dex to see where Lati is. Since it moves everytime you change location, it should appear in your route sooner or later. Make sure you have a Pokemon that knows Mean Look. And it has to be fast. Then battle it and capture it.
