You had to go to one of the Nintendo events in America. There hasn't been one for a while and I don't have a clue when the next one is.

You have to go to a nintendo event in toys are us whenever they have one but they don't have anymore since theyre focusing on diamond, pearl and platinum so you'll have to use GS and AR to get to the island to get the Pokemon you want
