Hey I just wanted to know what Pokemon on emerald are the strongest and best to own not including trading to evolve, legendary or gameshark cheat codes ones! Thank you for taking the time to awnser my question!

The legendary Pokemon are all strong. As long as you have a good mix of types and movesets, it doesn't matter too much.

Well, the best Pokemon to own, are the best trained, and raised. A Pokemon with different type moves, a mix of offense and defensive ones are good. Pokemon given lots of stat-raising items are good...I mean, it's just up to you. :O/

It depends how well you raise them
Salamence is the best dragon type
Metagross is powerful
Aggron's an awesome steel type
Really it doesn't matter as long as you have a well balanced Pokemon team
(though I think alot of people overlook Ninetales, he's one of the most powerful fire types.)

The strongest are blaziken, lapras, latias, mewtwo, venusaur

If you started with blaziken, get him a good fighting move (sky uppercut or brickbreak) and a good fire move (flamethrower). This will help you with sydney (dark type), glacia(ice, water) and some of steven's pokemon.
Also get a good electric type like manectric.
A good water type: if you can't get kyogre, get milotic and teach them ice beam as they will help you with drake (dragon type)
Get a normal Pokemon most preferably slaking( it's a monster!) and teach it shadow ball. It will help you with phoebe (ghost) and the dark and psychic types.
It would be best if they are at levels 55-65
