You have to have a gameshark or action replay then get the code to buy the ticket at the store and another code to make the ticket work

You can't unlock it, you need to use cheat codes or go to a nintendo event in toys are us and scan it into the game via mystery gift but they have stopped giving away Pokemon and tickets for Pokemon emerald since they are focusing on diamond pearl and platinum now
