First you must go to sootopolis make your way to the cave of origin. There you will meet up with wallace. Talk to him and then he'll leave to go to sky pillar.
Follow wallace to sky pillar. Fly to pacifidlog town and surf right you will pass the tagteam swimmers and three other swimmers when you come to the forth there is a break along the ridge above him. Swim through this break and follow it to the left and you will see a small patch of land with a cave follow this to reach sky pillar.
Once there follow the doors. On the forth floor there will be three spots that are cracked step on the first one it should drop you down infront of the door on the third floor that you could not reach follow the doors to the top were you will see raquaza. It will then fly away. Go back to sootopolis. Rayquaza will be there to stop the fighting between groundon and kyogre. After that everyone will return to the town and you can get the rain badge. Go back to sky pillar. This time it looks different there will be alot more ruble and ont the second floor there will be a lot of cracked tiles. To get past these tiles you need a mach bike. The third floor will be safe but on the fourth floor there are more cracked tiles and you will have to navigate through these and land on the same tile that you fell through earlier to reach the blocked stairway on the third floor. Once you get to the blocked stairway there will be no more obsticals in your way. Just remember to save before you start your battle. Hope this helps you and good luck!

Go to pacifidlog town and then surf to the right. Stay near the top of the screen and keep surfing untill you see a path going up. Go there and you will be in the sky pillar. Climb to the top and you will see rayquaza. You should not use the master ball on it because you can catch it with a ultra ball and save the master ball for latios or latias because they run away from battle. Get a lot of ultra balls and good luck. You should save before you fight him incase he dies. Hope this helps.

At the top of Sky Pillar.
You need a mach bike to get past the cracks, it's pretty tricky!
