HELP!
To get the three johto starters todadile, chicerita, and cyndaquil in emrald do you complete the national pokedex or the hoen pokedex?

To get the johto starters in Pokemon emerald you need to complete the hoen pokedex. It doesnt matter about the national dex. You need the 200 Pokemon from the hoen including the legendaries

Well, that is only a part of what you will have to do in order to get the starter Pokemon from the Johto region. What you will have to do is complete the Hoenn Pokedex. You can complete the Hoenn Pokedex by seeing all of the Pokemon in the Hoenn Region. After you have seen every last Pokemon and filled out the Pokedex, go talk to Professor Birch in his lab and he will give you the National Pokedex. After you receive the National Pokedex, you will need to finish a small part of it. After you finish enough, Professor Birch should call you up on your Pokenav and tell you that he has a small gift for you. When you enter his laboratory, you will be able to choose one of the starter Pokemon from the Johto Region. I chose Cyndaquil.

National won't really matter when you're trying to obtain the Johto starters. All you have to do is complete the Pokedex for Hoenn.
