Alright, I can help you out with problem. My memory however, is a little fuzzy, so please bare with me. You can find TM(Technical Machine) 28, dig, in a house located in Fallharbour Town. Enter Fallharbour town and head west until you reach the Fossil Maniacs house. Now, I cannot remember whether or not it is inside the Fossil Maniac's house, or outside of it but, around his house should be a little girl. Talk to her when you find her, and she will give you TM 28, which is Dig. I think that she is in his house, and in front of a cave entrance. When you talk to her, you should receive Dig, but if you don't, try coming back later.
