I found latias two times already but it always runs every where. I keep chasing it around hoenn. Why does it keep running

Unlike a normal battle, it is made to run every time you encounter it.
This is so you can't attack, then throw a ball, because the Pokemon will flee. If you put it asleep, the next time you find it it will still be asleep, and that is when you throw the pokeball. It will still flee after one turn, so be fast.

It will keep running every time. Try putting it to sleep or using the master ball to catch it.

The Pokemon creators made it so that it just keeps on running. It is part of the game and trust me you will find it and catch it one time. Just keep on tracking it down.

Latias runs all the time cause thats what he does... Heres what you do. You have to stay in one city with grass right next to it. Just keep flying to that same city. Latias changes it's location when you take steps. I think you can like use you're pokedex or soemthing to see where a Pokemon is?... Do that. If latias is near your town then go to the grass and soetiems he will appear. After each battle that wasnt latias, check you're map thing again. Latias may have changed locations again. Then you eaither use a masterball to catch it right away, or you get a Pokemon like wobbofet (i think) that has that ability that doesnt let other Pokemon run away. This is how I did it and it didnt take too logn

He will keep running thats what hes suposed to do it took me forever to catch him but get about a lvl 50-60 golbat use mean look then lower his health then catch I sujest using a timer ball

Every time you change the route you are on, or enter a building or cave, the Pokemon will change locations also. If you have a masterball to use, that works well. If not the just keep running around and hoping to encounter it. Eventually you will catch it

The two Lati will flee if you encounter it. So, don't use any move that cause damage. Just use move that can make Lati sleep or frozen. After, you can use move that take damage to your enemy for 1-3 turn. Before the Lati wake up use move that can make Lati sleep and use any move that take damage until the health goes red. And trow a Poke Ball or Ultra Ball.
