Just train it up on wild Pokemon and Trainers.

If your far in the game and have and EXP share then go to high level trainers and battle them this will get the level soaring.

If you didn't know Squirtle evolves at Lvl 36.

Either use a rare candy cheat or train it. If you have beaten the elite four, just put an EXP Share on Squirtle and have your stronger Pokemon defeat the elite four. Your Squirtle will get half of the EXP from the battles.

If you are not as far as the elite four, just train with wild pokemon. YOu only need to get Squirtle to level 36.

I know! Follow my instuction's.1.Get a Gameshark. 2.put it with your emerald game. 3.use the "Gain 5000 Exp." cheat.3.Use "Note 2".finaly acsess(typo) your game and after you win a battle,hold R and A at the same time While you gain Exp. And it will evolve faster than you can say "BLASSSSSSSSSSSSSSSSSSSSTTTTTTTTTTTTOOOOOOOOOOOOOOOOOOOIIIIIIIIIISSSSSSSSSEEEEEEEEEEEEE"
