You need to go to Kandorean Temple. When you get there the monks guarding the entrance won't let you in. Go to the left and you should see a bush. Use the Whirlwind Psynergy to remove it, you'll find a secret passage. After you get out there will be a small cut scene, after it's over head inside the temple. After you get to the end of the temple's dungeon, Master Poi will give you the Lash Pebble as a reward.
