When you beat Colosso, speak to Babi and when he stops speaking, he walks away. Follow him. You will see stairs. Go down them. On a table is the Cloak Ball. Try to get it. Babi will talk to you a bit more and then let you have the Cloak Ball. Equip it and you will have Cloak!
You have to beat colloso and then you will be in a room and your party says you have to go see babi. so go to him and he will talk alot and when you finish talking to him click on the black thing that is on the desk beside him and he will ask if you want to borrow it and say yes. He will not ask for it back.
