How do you see mirage island? Mirage Tower

I'm really confuzzled about the mirage island I ask the man every time I go on to P.Emerald and I've never seen it.

Also I know a way to get into mirage tower. Go to mauville city get the really fast bike and fly to the town right at the bottom for mt. Chinmey go to the desert from there and there it is, right at the bottom enterance.

Ask me any thing you want to no, except about mirage island.

Also the Regi code is go up hered, dig hered, but what does it meen?
