After beating the elite 4 you can battle Steven the ruby and sapphire champion.

First you need to go to meteor falls and go up the first waterfall and enter the small cave. Now go in the ladder. Now go south west to reach another ladder go up the ladder and their should be a new cave there go in it. Now go to the right and then go up and you will see Steven. He will have a Lv 77 Skarmory, Lv 78 Metagross, Lv 75 Claydol, Lv 76 Cradily, Lv 76 Armaldo a Lv 76 Aggron.

I beat him using my Kyogre's ice beam and hydro pump. I also used groudon's fire blast. With groudon kyogre around Lv 75 it is easy.
