Must use walk through walls Cheat code to do this correct. When you arrive at the weather institute activate cheat to walk around and ignore the aqua grunts. Go straight to guy that gives you the Pokemon. Do not fight admin grunt yet! Once you have received the Pokemon talk to the admin grunt and battle them and defeat her. Once you do the same man who gave you the Pokemon will give you another castform. Also you'll have 2 mystic waters. Hope this helps.
