Question for Pokemon Crystal

Ok, to get the Rainbow Wing... What I've done was catch Suicune in my game. I traded Entei from another Crystal version and then I traded Raikou from a Gold version. Then, what I did was defeat both Entei and Raikou that roamed in Jhoto in my Crystal game. I talked to Eusine... He said nothing except what he said before. I talked to the guy in Pewter City that gave you the Silver Wing... He only said something about going to new places and talking to new people. And then I talked to the elders in Tin Tower... All they said was what they always said. None of them gave me the Rainbow Wing and neither of them said anything new. So, what's wrong with my game? Someone who actually caught (or even battled) Ho-oh in Crystal (not gold or silver), please tell me how to get the Rainbow Wing!!! I'm really desperate!!!

Looks like you have to capture the Legendary Dogs in Crystal.

If you had a strategy guide for Crystal Version you'd be in on this little fact but, you are required to catch them within the version, it says in the guide, "you can trade them to your game to get their data in the Pokedex so that you can track them throughout Johto, but in order to get the Rainbow Wing to catch Ho-Oh, you must capture them yourself" and that's the only way to get the rainbow wing for Ho-Oh, so your screwed, and besides that on a side note, even if you only faint "one" of them, the quest ends and you can't get the others or Ho-Oh.

Maybe you have to catch the three legendary dogs in your game but you also have to catch Lugia first at the Whirl Islands to get the Rainbow Wing.

You had to catch the three dogs in your game and have all 16 gym badges nd have beatin the elite 4..ho ohis a hella good pokemon...and you have to go to the town with the light house and the cave closer to th light house go in the go up right down the lader and then from then on just go the way you can intill you get to the place were theres a cliff and a entrence surf up and Lugia is there!!!!
