Where can I get the EXP card to tune in the radio so I can wake snorlax.

After you have fixed the Power Plant, you can obtain the EXP Card from someone in the Lavender Town Radio Tower. After you receive it, move the dial on your radio near the very end. The PokeFlute should begin to play.
