After you defeat the "Tree" on Route 36, head north of Route 36 on Route 37. If you continue north, you will soon get to Ecruteak City. This is where you can find the Fourth Gym.

After you defeat whitney, you can go to the Sudowoodo. Talk to anyone there, then return to the flower shop. Get a pail of some sort, go back to Sudowoodo, then use the pail. Sudowoodo will fight you, after you kill it or catch it continue north. You will get to Eucrateak City. Go to the Burned Tower, in the top left, talk to Eusine, release the dogs Spoiler:
