Theres no Pokeflute in Pokemon Crystal. There is however a Radio upgrade that works the same as the Pokeflute. You need to go to the Powerplant and talk to everyone there and you'll be told about a missing part. Now head to the Cerulean City gym and you'll bump into a Rocket Grunt. Follow him and challenge him to a battle. After you've won he'll tell you he hid the part in the gym. Head back and looks around till you find it. Now head back to the Powerplant and give the missing part the them. Now go to Lavender town's radio tower and you'll get your radio upgraded.
