No it's not trade, sorry. But it's something different. Give Chansey haircuts and use it in battles. It's happiness will start growing. As soon as it gets to a certain happiness level, it will evolve into Blissey.
To speed this process up, catch Chansey with a Friend Ball, which you get out of a green Apricorn and give it to Kurt, the ball-maker. This method is harder, but if you succeed, it's worth it.
Another way to speed up things for the happiness evolution, buy the stat-uppers, like the Protein, HP Up, Calcium, etc and use it on your Chansey. It works very well.
They are very expensive, though, clocking in at 9900 Pokedollars. Take him/her to the basement hallway in Goldenrod and get her haircuts, or, in Pallet Town, Blue's sister will groom from 4-5 PM.
