#4 - Koga
Also breaking our top five is Koga, who was the fifth Gym Leader in the Kanto Region but also turned Elite Four Member for the Johto Region. Koga is an awesome trainer and character, but there's just something about how he turned from a Gym Leader into an Elite Four Member that just makes him fascinating. It shows that even Gym Leaders can continue to get stronger and can actually move up the business ladder. And it makes us begin to question why more haven't done the same, or been allowed to do the same.
Unfortunately for Koga, his Pokemon Team ACTUALLY got WEAKER when he became part of the Johto Elite Four. His original Pokemon Team as a Kanto Gym Leader was FANTASTIC, with all his Pokemon being in the mid-50s. His Johto Elite Four Team, however, were only in the low-40s. Now we know that sounds pretty low, but you must remember that those Second Generation Games (Pokemon Gold, Silver, Crystal, Heart Gold and Soul Silver) had an additional Kanto Storyline after defeating the Elite Four. So anyway, his Elite Four Team had Ariados, Crobat, Muk, Forretress, and Venomoth. And even though they were at a much lower level, his team was STILL extremely hard. He loved to use moves like Double Team to raise his Pokemon's evasiveness, and it really made him one of the toughest Elite Four Members ever.
It wasn't his team that got him ranked this higher, but the story behind him being once a Gym Leader now turned Elite Four Member. You just don't really see that in Pokemon, besides the ascension of Wallace and Iris to be the Champions of their given regions. But it just doesn't happen with the Elite Four, which ALWAYS remain the same. It just makes him UBER cool.

We begin our search for the best Elite Four Member by starting off with Lorelei, the first Elite Four member of all-time that most Pokemon Fans battled. Lorelei, like mentioned, was the very first Elite Four Member back in original Pokemon Games, Pokemon Red and Blue. She specialized in Water and Ice Type Pokemon, and she was one tough trainer. Unlike Giovanni and the other Gym Leaders, she had some REAL POWER.

Huh... I never thought anyone would find Bruno hard at all. I mean, even in Twitch Plays Pokemon we often laugh at him because he hasn't defeated us even once, in all of our Elite 3 and Bruno runs, in any generation. Not even when we played that Red hack in which all E3&B pokemon were LVL 100.
