Skill Points are special points that allow you to increase your Commader Skills. You get more skill points as you increase your Commander Level. You increase your Commander Level by getting more XP. You get more XP by completing quests and killing zombies - So there you have it you get mnore skills points ultimately by playing the game more and completing quests. This in turn will give you more XP, increase your Commander level and then give you more skill points!
It's really important that you remember to distribute your skill points when you get them and choose the correct skills to upgrade first. If you are in the beginning stages of the game, probably the development skills are more important to develop first and you can add the war skills later, or if you are rich, you can pay 1000 gold for a skill reset and redistribute your Commander Skills however you like.
