Can't progress with some quests

Why do I have difficulty with some quests, example when attempting Cheynodil quest Corruption and Consciense - after speaking with folk and talk about fines I go to Llevana Nedaren who tells me to talk to Garrus who is supposed to be helpful but all he says is that he is not prepared to talk to me about him. Very confused about this, it's happened with other quests too but not all. What am I not doing?

The problem that you're having with all of these characters is that you don't have a high enough disposition (approval rating) from that character. What you need to do is use the conversation wheel when talking to someone to try and get their disposition higher, or if you have the gold, you can bribe them into liking you anyway.

Once you get Garrus' approval rating of your character above 60, he'll confirm Naderen's story about the fines in town and even goes forward on a few corrupt claims.
