Infinite Arrows
Go to Solitude and find the gaurds that are training there will be one gaurd attacking a dummy and two gaurds practicing their archery.Now go to the two gaurds that are shooting and go to thier target, there will be a lot of arrows in the target. Now you can take the arrows. They will keep shooting at the target and they wont run out of arrows so take as many as you want!
