In Dawnguard Expansion, is Isran (the leader) a vampire?

In the Dawnguard Expansion, Isran is REALLY weird, never leaving, always in the dark, making vague comments - I am level 55 (and haven't finished ANY of the main quests because I jump around a lot) but he is driving me nuts wondering???

No he isn't I have had this game for a while and he isn't if he was his eyes would glow red orange
