Thieves Guild Quests

Who gives you the "Darkness Returns" Quest? Do you have to do a certain number of jobs for Vex and Delvin? I would like an answer asap plz if you could. Thanks alot

Just continue on with the main quest line of the Thieves Guild. You must complete No Mercy! Into the Frey. You need the Skeleton Key in order to procede with the quest.
