Question for The Elder Scrolls V: Skyrim

How do you get glass in skyrim I went to bits and pieces in solitude but they don't have glass and thats the only place?

As you level up, all the smiths will randomly have it,

I found glass at the general goods store in whiterun

ed tusk keep has 4 peices of glass
