You need to be apart of the Dark Brotherhood in order to open the Black Door by Dawnstar. That door leads to the other remaining Dark Brotherhood Sanctuary in Skyrim and comes up in one of the last main Dark Brotherhood quests. To join the Dark Brotherhood just go to Windhelm and find the Aretino Residence. It'll be near the Palace of the Kings. Do the quest for the boy inside and wait until you get a letter that says "We Know" with a black hand on it as well. Then go to sleep and you'll be kidnapped by the Brotherhood. Just don't kill your kidnapper when you wake up.

You need to be near the end of the Dark Brotherhood quest line, simple doing the quest 'The Cure For Madness' will give you access to a journal with the code unlocking the pass-phrase as an option when talking to the black door
