Underneath the Wizards college in the "MIDEN DARK" or "MIDEN DEEP" there is a hand sticking out of the floor. When you approach it it gives you the option of activating ring finger(I think, anyway it's 1 of the digits). What is the story w/ this hand? & how do I get the quest to open up involving this hand(if there is 1)? There's also an alter or shrine deal going on in the Miden, what's the story with this?

Alright so this is a mini quest that is quite easy. First look around for a small table nearby with a book and key on it. Pick up both, read the book. Basically you need 4 keys all of which can be found in a master level chest in the Arcanaeum. Get the keys and return to the hand the put all the rings on it. Now a dialouge will open leaving you to choose between freeing him and getting his treasure as a reward or fighting him.

Free Him: Gives the player Velehk Sain's Treasure Map, located west of Winterhold and east of the Pilgrim's Trench shipwreck on an island with a statue of Talos. The treasure is magically hidden, and will only reveal itself if Velehk is released.

Fight Him: Get his two scimitars, a daedra heart, Hammerfell garb, and Redguard boots.

Also you can get both treasure and his items if you have the perk that allows you to steal equipped items
