Disposition and Certain Quests

There are a couple quests where I cannot get any further due to the people either not liking me or some other hitch. The 2 quests I am referring to particullary are:
- Order of the Virtuous Blood (Phintias will not tell me the location of the cave)
- A Brotherhood Betrayed (I cannot get the wife or the guard to tell me anything)

Some sites say make sure someone's disposition is XX, but I cannot tell how to measure someone's disposition. I try bribing them, but it only says XX gold for XX bonus. Any help would be appreciated.

I think if you go back to there home like where evry body is talk to them there maybe that will help and I am not sure wich the other quest is if it is the one in bruma where the boy friend is stealing the money well I had to use a charm spell on her a long time and if you don't have a charm spell doo the bravil mages guild recamendation she gives you some scrolls and if you finesh the quest you can het a charm spell so I hope this help

I have found kind of a glitch in this department. Gain access to the arcane university and create a charm spell with a magnitude of 100 and have it last just a second or two. This spell will get anyones disposition up to 100 just long enough for you to initiate conversation. Once if you cast the spell and immediately talk to them, time stops while your in conversation mode so even though the spell is only for a second it doesnt matter because of pause in time. The spell will be very cheap, easy to cast, and wont take up much magicka.
