Well if I remember correctly

Is it the lady thats in the Castle?

Because you have to do some things for her and she will tell you about a house she is selling and then you can buy it.

Hopefully I help you out.

I believe that you have to do a mission for the countess before you can buy a house there. I best advice is to go around and talk to everyone in that town, ask them about rumors.

If your speechcraft is low then this will bring it up, though you may have to bribe some of the characters. You should see a mission pop-up that says something about a stolen painting. The painting is of the Count of Chorrel, and it is missing.
So it's very simple: find the stolen painting, find the theif, and the countess will then let you buy the house. Be careful though, the house is really expense, if I remember right. That is all from me, tear the Oblivion world up man. Dandrew
