There is a lot of rumor about the shrine card. I've beaten the game, every dungeon plundered, every mission passed, and I, nor anyone I've ever known, has ever found the shrine card. Chances are it doesn't exist.

I have had the game since it came out and have never heard of any "shrine card".

Maybe of you gave more information I could give you the answer.

You have to complete all of the daedric shrine quests, after that you will be able to find the last/additional shrine,when completed you will get a book called Oghma Infinium, you can either raise your combat, magic, or stealth skills by 10 points and certain attributes 10 pts, the shrine is west of the lower end of the "T" in "The Jerall Mountains" check the walkthrough "daedric shrines" when you look up the game oblivion at the home menu
