First of all, why are you posting this on questions? You had a statement that probably could have gone in the forums or in the hints section. Second of all, you may be referring to the skill book that you get from completing the Hermaeus Mora, Oghma Infinium, which raises every skill in the skill set of your choice, combat, magic or stealth. Or possibly there is a such thing as this "shrine card" that you speak of but if there is I've never heard of it.
