Question for The Elder Scrolls IV: Oblivion

Hi I got a couple of questions...

1. Im Trying to get into the arcane university, Anyways I want to do this reccomendation for the Cheydinhall Mages Guild but I don't know were Falcars room is... I searched the whole mages guild but I couldnt find the reccomendation he was supposed to write for me.

2. Does anyone know the levels for buying type of Armour/Weopons? Because I want to buy Mythril Armour but... I can't seem to find it in any shops... Does anyone know What Level I need To be

3. I want to get Extra characters for my game... E.G. Child I seen it on this website I downloaded the software... It Didnt work on my 360... Does anyone know a Website were I can get this software for my 360?

1.Falcar's room is in the basement

2.Fur/Iron-1
Leather/Steel-3
Chainmail/Dwarven-6
Mithril/Orcish-10
Elven/Ebony-15
Glass/Daedric-20

I don't think you can buy armor better than Steel/Chainmail in shops so you better look in dungeons.

3.I don't think third-party mods will work on the 360 or PS3 versions.
