You are better going to dungeons and bandit camps to get armour. Bandits and marauders drop good armour if you are a high level.
If you're low level, the best armour will not be available to you.

Yeah if you wait for shops to have good stuff you'll have to wait until your level 40 I am lv 46 and they sometimes have dwarven stuff. But in the shivering isles you can get the BEST armors and weapons in both light and heavy armour FREE of charge.
