Well, it really depends what you want to do.

Thief = Khajiit/Wood Elf
Magic = Dark or High Elf/Breton
Warrior = Imperial/Orc
Good all-round = Nord/Redguard
I have never tried an Argonian, but they are immune to disease, and highly resistant to poison... And have water breathing (bonus!!)

A good all round person:

Race = Imperial/Redguard
Preference = Combat
Attributes = Strength & Agility/Speed
Skills = Athletics, Acrobatics, Alteration, Blade/Blunt, Block, Heavy/Light Armour, Marksman.

FOR MASTER SNEAK:

OK, join the Dark Brotherhood, but DONT kill Rufio...yet (mwahaha). In his room, face the wall and sneak into it, then brace the joystick with something, and go have a coffee or something. Come back every half hour or so, because when your skill increases, a message will come up and you have to press 'A'. In about 2 or 3 hours (real time) youll be a master sneaker.

FOR MASTER SECURITY:

It is more down to YOUR skill (as the player) than your characters. But if you can just hold out till level 10, you can do the quest for
Nocturnal (Daedric Shrine), and get her skeleton key, and VOILA!! Unbreakable lockpick.

If I can do it, you can. Im not an Oblivion buff, I only just managed to get level 9 after a month and a half of playing. And I managed
