Where can I find the thieves guilde or does anyone know? Where can I get lock picks?

Raise beggar's disposition to 75 or so and ask about Gray Fox. Say I want to work with him then you quest Finding the Theives Guild. Do that and done.

If you want into The Theives Guild.Get sent to jail by attacking someone or something.Then go to the bed in the jail and serve your time, when you get out there should be a dark elf come up to you and hand you a note, Follow it's instructions to The garden of Dareloth in the Imperial Waterfront at midnight. Armand Christophe, The Guild's Doyen will be there with 2 other recruits. You will have to to complete a task to enter the guild.
