Question for The Elder Scrolls IV: Oblivion

I keep hearing about a place (some say a shrine) near Bravil where the people are frozen but I can't find it. Any ideas anyone?

There is a mission called 'The Tears of Geridian', were a man is frozen whislt fighting a frost atronach, pick up this quest from the Bravil Mages guild I believe, and that should lead you straight to it.
