Question for The Elder Scrolls IV: Oblivion

The orc who could sell me a house in Skingrad has died and the active quest arrow points me to an empty spot how can I still buy the house?

I dont think the Orc can die, as he is considered a quest character. Just try waiting for him to return to that area as at some times of day we will not be there as he is sleeping or running errands, but the quest marker will still point to the hall in which he should be in.
